Police and Crime Panel Membership

There are 12 elected Members of the Gwent PCP. The elected members are nominated to the host authority (Caerphilly County Borough Council) by the five local authorities in the Gwent Police area as follows:

Gwent PCP also has two independent co-opted members who are appointed until the 31 October 2020.

Cllr Lisa Winnett

Councillor Lisa Winnett - Blaenau Gwent County Borough Council

CouncillorLisa Winnett represents the Blaina Ward. and sits on the following Committees: -

Cll Mostyn Lewis

Councillor Mostyn Lewis - Blaenau Gwent County Borough Council

Councillor Lewis represents the Ebbw Vale South, he is the current Mayor of Blaenau Gwent County Borough Council.

He sits on the following committees: -

Councillor Colin Mann - Caerphilly County Borough Council

Councillor Mann is the Plaid Cymru Group Leader for Caerphilly County Borough Council and represents the Llanbradach ward.

Councillor Mann is the Chair of the Democratic Services Committee and sits on the following Committees:

  • Policy and Resources Scrutiny Committee
  • Sustainable Development Advisory Panel
  • Housing Task Group (Welsh Housing Quality Standard)
  • Greater Gwent (Torfaen) Pension Fund Management Group

 

Cllr Christine ForeheadCouncillor Christine Forehead - Caerphilly County Borough Council

Councillor Forehead is a Labour Cabinet Member for HR & Governance/Business Manager and is the Older Persons Champion.

She represents the St James Ward part of which is categorised as the second most deprived area in Wales, and is also Leader of Van Community Council and Chair of Governors of St James Primary School.

Christine was elected as a Community Councillor in 1979 and a District Councillor in the former Rhymney Valley District Council in 1988. In addition to her cabinet role she also sits on the following committee’s and panels:-

Cllr Gaynor OliverCouncillor Gaynor Oliver - Caerphilly County Borough Council

Councillor Gaynor Oliver represents the Pontlottyn Ward, Caerphilly County Borough Council and sits on the following committees and outside bodies: -

Councillor Peter Clarke - Monmouthshire County Borough Council

Councillor Clarke has been a County Councillor for 22 years, first as a member of Gwent County Council until reorganisation in 1995 and then as a member of Monmouthshire County Council representing the ward of Llangybi Fawr, Usk.

He currently sits on the following committees: -

He served as Chairman of the County Council for the Civic Year 2010/11.

 

Councillor Frances Taylor - Monmouthshire County Borough Council

Councillor Taylor is an Independent Member for the Mill Ward on Monmouthshire County Council.

Councillor John Guy - Newport City Council

Councillor Guy represents Alway ward on Newport City Council and has been a Councillor for 16 years. 

He is currently the Mayor of Newport.  He also sits on the Licensing Committee.

Councillor Guy has been married to Joyce for 45 years.  They have two sons and six grandchildren.  John is interested in sport and supports both Newport County football and Gwent Dragons rugby.

 

Cllr Norma Parish

Councillor Norma Parish - Torfaen County Borough Council

Councillor Parrish was first elected as a Councillor for the Panteg Ward in 2001 and re-elected in 2008.

Councillor Parrish sits on the following committees: -

Cllr Jess Powell

Councillor Jessica Powell - Torfaen County Borough Council

'Councillor Powell is a Labour member representing Pontnewydd ward. She is particularly interested in education and youth issues.

Councillor Powell sits on the following committees and outside bodies in addition to the Police and Crime Panel.

Peter NutallMr Peter Nuttall MBE, TD, JP - Co-opted Member

Peter Nuttall is married with two sons and has lived in Abergavenny for over 50 years.  He is an Emergency Specialist, and in this capacity deploys to natural disasters and war zones around the world for International Aid Agencies, including UNICEF and the Department for International Development.

He is also currently a:-

  • Trustee & Secretary of the Magdalene Foundation (Registered Charity No. 1117079), a charitable organisation specifically established to help women and children vulnerable to sexual exploitation and trafficking in developing countries of the world.
  • Trustee of the Bridge to Cross Charitable Trust (Registered Charity No.1090166).  This Youth Organisation is based in the 7 Corners Centre, Abergavenny, which provides a safe environment for young people to meet.  It also provides assistance for personal development, and support in a crisis.
  • Member of the MSB (Swedish Civil Contingencies Agency) Rooster, which supports the coordination of measures taken by local, regional and national authorities during a serious crisis or disaster in other regions of the world.
  • Member of Red R UK, an international disaster relief charity that helps to save lives around the world by training aid workers and providing skilled professionals to humanitarian programmes worldwide.
  • Associate of T W Welch & Partners (Management & Technology for Change & Development).  Providing development consultancy services internationally.
  • Justice of the Peace on the Gwent Bench.
