Police and Crime Panel Membership

There are 12 elected Members of the Gwent PCP. The elected members are nominated to the host authority (Caerphilly County Borough Council) by the five local authorities in the Gwent Police area as follows:

Councillor Stewart Healy

Nominated by Blaenau Gwent County Borough Council

Representing Beaufort Ward

Councillor Healy has been a local councillor since the local elections in May.

Councillor Healy is an active member on Social Services Scrutiny Committee, Audit Committee, Planning Committee and Full Council.  He is also on the Board of the Tae Calon Housing Association.

Councillor Healy is married with 2 daughters.

Councillor Healy worked for 39 years for Blaenau Gwent County Borough Council in various positions in the housing department as housing manager and at the time of his retirement was Manager of the Anti-Social Behaviour Team.

 Councillor Lisa Winnett

Nominated by Blaenau Gwent County Borough Council

Representing Blaina Ward

Councillor Winnett is a volunteer with Gwent Police, as an Animal Welfare Lay Visitor and Crime Prevention Panel Member.Councillor Winnett was previously employed as a Financial Controller, Payroll Manager and trained as an Audit Clerk after leaving School.

 

Councillor Mrs Christine Forehead

Nominated by Caerphilly County Borough Council

Representing the St James Ward

Councillor Forehead is the Vice Chair of the Appointments Committee and an active Member on Bargoed, Blackwood, Caerphilly, Risca and Ystrad Mynach Town Centre Management Groups, Full Council, Democratic Services Committee, Partnerships Scrutiny Committee,  Policy and Resources Scrutiny Committee, Vice Chair of the Regeneration and Environment Scrutiny Committee and Scrutiny Leadership Group.

Councillor Gez Kirby

Nominated by Caerphilly County Borough Council

Representing Pontllanfraith Ward

Councillor Kirby has been a local Councillor for 5 years.

Councillor Kirby is a Member of the Policy and Resources Scrutiny Committee and Full Council.

Councillor Kirby has a wife and 3 children and is a Trade Union Officer.

 

Councillor Colin Mann

Nominated by Caerffili County Borough Council

Representing Llanbradach Ward

Councillor Mann is the Leader of the Plaid Cymru Group for Caerphilly County Borough Council.

Councillor Mann has served on Caerffili CBC since 1995 and was previously a Mid-Glamorgan Councillor.  He is also a Llanbradach and Pwllypant Community Councillor.

He served for 9 years as Deputy Leader of the Council.

Councillor Mann is Chair of the Democratic Services Committee and a member of the Policy and Resources Scrutiny Committee, Appointments Committee and Standards Committee.

Councillor Mann serves as a Regional Lead Peer for the LGA.

Councillor Mann was a Member of the Gwent Police Authority until 2012 and a Member of the Gwent Police and Crime Panel since its inception.

He takes particular interest in Sustainability and Financial issues, both in the County Council and in his PCP role.

 

Councillor Peter Clarke

Nominated by Monmouthshire County Council

Representing Llangibi Fawr Ward

Councillor Clarke has been a local Councillor for 29 years.

Councillor Clarke is the Vice Chair of the Planning Committee and is an active Member on Audit Committee and Full Council.

Councillor Clarke has a wife, and together they work part-time in their business.

Prior to the last 6 years on the Police and Crime Panel, Councillor Clarke was a Member of the Gwent Police Authority representing Monmouthshire for 10 years.

Councillor Clarke served on Monmouthshire County Council for the last 29 years, mostly in the Planning portfolio.

He is now the Vice Chairman of Monmouthshire County Council, hoping to move into Chairman of the Authority in Spring 2018.

Councillor Clarke serves on Llanhennock Community Council and serves on 2 schools as a Governor.

Councillor Clarke is the Vice Chair of Monmouthshire Housing Association.

 

Councillor Tony Easson

Nominated by Monmouthshire County Council

Representing Dewstow Ward

Councillor Easson has been a Local Authority Elected Member for Dewstow Ward and Caldicot for 9 years.

Councillor Healy is an active Member on the Audit Committee, Full Council, Joint Select Committee, Licensing and Regulatory Committee, Monmouthshire Farm School Endowment Trust, Severnside Area Committee, Standing Advisory Council on Religious Education (SACRE), Strategic Transport Group and Strong Communities Select Committee.

Councillor John Guy

Nominated by Newport City Council

Representing Always Ward

Councillor Guy is the Chair of Overview and Scrutiny of Management Committee, Deputy Chair of Planning, Deputy Chair of Merchant Navy Welfare Board, Deputy Chair of Newport Committee of Aneurin Bevan Community Health Council and Deputy Chair of Scrutiny of Aneurin Bevan Community Health Council, and active Member of the Audit Committee, Newport E ast Social Centre, Newport Harbour Commissioner and a Governor at Somerton Primary and Llanwern High School.

Councillor Guy is a Member of the Performance Scrutiny Committee, Chair of Gwent National Association of Retired Police Officers and Treasurer of Newport Association of Neighbourhood Watch.

Councillor William Routley 

Nominated by Newport City Council

Representing Langstone Ward

Councillor Routley has previously lived, worked and represented the City Centre Ward of Stow Hill, Newport and now lives in Langstone Ward, representing a semi-rural area.  Councillor Routley has over 16 years of elected Member experience, and as a result is confident that he can hold to account those that need to be held, make tough choices in order to look after the interests of those he serves and look for reasonable solutions to issues.

Councillor Routley is an active member of the Audit Committee, Full Council and Performance Scrutiny – Place and Corporate.

 

Councillor Jason Jordan

Nominated by Newport City Council

Representing Bettws Ward

Councillor Jordan was elected in May 2017 and is an active Member on the Planning Committee, Audit Committee, Full Council and a School Governor at Millbrook Primary School.

Councillor Jordan is living with his partner Diane and has 3 children and 2 grandchildren.  

Councillor Jordan is a taxi driver in the Newport area.

Councillor Jordan is  a member of the Gwent Police and Crime Panel and took an interest as he is concerned about the events within his area and the work of the police to make Gwent a better place for residents, now and in the future.

Councillor Matthew Ford

Nominated by Torfaen County Borough Council

Representing Trevethin Ward

Councillor Ford has been a local Councillor since May 2017 and a Community Councillor for 10 years.

Councillor Ford is an active member of the Education Scrutiny Committee, Licensing Committee and Full Council.

Councillor Ford has 6 children and works as a manager of a youth activity centre and enjoys keeping fit, walking and mountain biking in his spare time.

Through his current employment, Councillor Ford has actively engaged with local police and PCSO's to help reduce anti-social behaviour in his ward.  Councillor Ford has a passion for Youth work and delivering diversionary activities to help keep young people out of trouble and has a firm belief that community policing is the key for building good relationships with the police and local communities. 

Councillor Mike Jeremiah

Nominated by Torfaen County Borough Council

Representing Wainfelin Ward

Councillor Jeremiah is married  with two children.

Councillor Jeremiah has been a Pontypool Community Councillor for 22 years and a Torfaen County Borough Councillor for 12 years.

Councillor Jeremiah is an active member of the Healthier Scrutiny Committee, Democratic Services Committee and Gwent Police and Crime Panel.

Councillor Jeremiah worked in ICI Pontypool for 31 years prior to retirement.

 

Gwent PCP also has two independent co-opted members who are appointed until the 31 October 2020.

Peter NutallMr Peter Nuttall MBE, TD, JP - Co-opted Member

Peter Nuttall is married with two sons and has lived in Abergavenny for over 50 years.  He is an Emergency Specialist, and in this capacity deploys to natural disasters and war zones around the world for International Aid Agencies, including UNICEF and the Department for International Development.

He is also currently a:-

  • Trustee & Secretary of the Magdalene Foundation (Registered Charity No. 1117079), a charitable organisation specifically established to help women and children vulnerable to sexual exploitation and trafficking in developing countries of the world.
  • Trustee of the Bridge to Cross Charitable Trust (Registered Charity No.1090166).  This Youth Organisation is based in the 7 Corners Centre, Abergavenny, which provides a safe environment for young people to meet.  It also provides assistance for personal development, and support in a crisis.
  • Member of the MSB (Swedish Civil Contingencies Agency) Rooster, which supports the coordination of measures taken by local, regional and national authorities during a serious crisis or disaster in other regions of the world.
  • Member of Red R UK, an international disaster relief charity that helps to save lives around the world by training aid workers and providing skilled professionals to humanitarian programmes worldwide.
  • Associate of T W Welch & Partners (Management & Technology for Change & Development).  Providing development consultancy services internationally.
  • Justice of the Peace on the Gwent Bench.

 

Mrs Gillian Howells - Co-Opted Member

Mrs Howells is married with a daughter and lives in the Caerphilly area.

Mrs Howells is a CIPFA Accountant with over 20 years of experience in Local Government Finance and Project Management.
